Who’s Really Responsible for Employee Onboarding? HR vs. Managers

This is where we have to ask the question- Who’s actually responsible for employee onboarding?

Spoiler alert: It’s not just HR.

An HR only driven onboarding program will simply never be effective. Why? Because employees don’t spend all of their time with HR. To increase new hire retention and engagement, both HR and managers need to play an active role in a new hire’s onboarding process.

HR’s Role in Employee Onboarding

HR is often the first person a new hire interacts with, and first impressions matter. They’re the ones making sure all the paperwork is done, benefits are set up, and access to systems is granted. But it’s more than just logistics — HR also introduces the company’s culture, values, and way of working, helping new hires feel like they belong from day one.

When HR does their part well, new hires feel welcomed, informed, and ready to contribute, and managers have a strong foundation to build on.

Manager Responsibilities in New Hire Onboarding

Here’s the part that’s often overlooked: managers are the ones who turn onboarding from a checklist into a real experience. They show new hires what their role actually looks like day-to-day, help them understand priorities, and give feedback that builds confidence.

It's the manager’s job to create connection, clarification, and confidence:

  • Connection: Schedule 1:1s, team intros, and social touchpoints (even virtually)
  • Clarification: Explain expectations, priorities, and workflows
  • Confidence: Give early feedback and celebrate wins

When managers are engaged, onboarding becomes personal, practical, and memorable — not just a stack of forms and emails.

Employee Onboarding is a Team Sport.
